Print a picture right to the edge of the paper

I would like to print a picture without a margin. I believe this is possible
on the Epson program photoquick.

It's not really up to the software but the printer itself. Some Epson printers
can do borderless (though possibly only on certain paper sizes). Check your
printer driver settings first to see if borderless printing is available.
