.prf files for Outlook 2002

We are currently using a .prf file for Outlook profile generation. The
issue we have run into is that the profiles being generated do not contain a
OAB(Outlook Address Book). I have done everything thing I can to try to get
his working, is there a catch to it?

I've usually just added it using the .prf builder in the Custom Installation
Wizard.

That is what I am doing and it does not want to work.

I have the following listed:
[Service List]
Service1=Microsoft Exchange Server
ServiceEGS=Exchange Global Section
Service2=Outlook Address Book
;ServiceX=Microsoft Outlook Client
