Don't bother. Outlook is primarily a business application and as such has
no need to display pretty pictures in the body of the mail. Most businesses
would prefer that attachments are sent as attachments that can be saved to a
file system.
Plus, add the security concerns (hence the removal of the ability to
automatically display images in OE unless you specifically opt OUT of the
security settings.)
Now, tell me again why you want to reintroduce a security issue into
Outlook????
