Preview image not the same as published image

I designed a background watermark for my website. When previewed in multiple browsers it looks great. However, when I look at it on the internet, the colors are wrong and the image is "garbled" or choppy. Got any ideas?

IMHO
Create it in an image editor optimized for the web

PS
remove all illegal characters and spaces from the file name or most people won't see anything
If you need all the digits rename it to say: TWHC_Logo_14_0_0.jpg
