Preventing users saving desktop backgrounds

Hello,

To help improve our system and to reduce support calls our organisation have
restricted the desktop settings for users. The difficulty we have is that
users can go onto IE and set an image as a background.

I have located where the images are stored

C:\Documents and Settings\UserProfileName\Application
Data\Microsoft\Internet Explore

I tried deleting the image, named Internet Explorer Wallpaper and overridden
each time a picture is saved, but the background still remains.

Is there a way if disabling that option in IE and/or a windows setting (XP)
that an administrator could use to prevent users setting images as
backgrounds?

Using Group Policy dig to User Configuration > Admin Templates > Control
Panel > Display > and configure disabling changing the wallpaper. If you're
in an AD then this is a good place to start:
