preventing printing from folder?

Is there a way to prevent users from printing files that are located in one
folder? For instance I have a folder with two excel files in it- I want
people to read the files, but not print them. I don't want to have to go to
each file and restrict permissions, but the folder to prevent any files that
are dropped into it to prevent printing

There is no native way to do that. If the user has read permission and
permission to use a printer they can print the file just as they can copy
the file. Microsoft does have a Technology that works with Windows 2003
Office called Information Rights Management that can do what you want I
believe but it requires an infrastructure with PKI [Certificate Authority]
