Prevent users to see hidden files and folders

Is there a way to prevent users to see hidden files and folders? (It
seems that they have always option to modify default explorer
settings)

If you're on XP Pro, you can set a group policy to deny users access to the
Folder Options dialog. Launch "gpedit.msc"; once it's open, expand the User
Configuration \ Administrative Templates \ Windows Components \ Windows
Explorer node. Enable the "Removes the Folder Options menu item from the
Tools menu."

NOTE: This sort of thing only makes sense when the users you want to deny
access to are limited (not administrator) accounts. If they're
administrators, then doing this is sort of pointless as administrators can
circumvent these policies.
