You could try giving them deny NTFS permissions to wmplayer.exe file or
better yet use Software Restriction Policies if that is a possible with XP
Pro particularly for domain computers. The Shared Computer Toolkit may also
be of help. Either way you would also want to make sure that the users you
want to restrict are not also not local administrators.
