the only way i know, short of disableing plug&play is to
go to internet options then advanced, then down to enable
install on demand (other) and uncheck it.

Most XP users with limited user accounts can't install
software, so if you give what ever person (s) you'd like
to restrict limited accounts on your system, that should
do the trick.
