Is there a way of preventing a user shutting down an XP Pro PC, but only
before a certain time of day?

Failing that, is there a way of making the shutdown button generate an alert
warning the user that he/she is shutting the PC down too early and must
restart it?

restart it? This could in fact be a simple alert saying that if it's before 8pm, please restart. It then wouldn't have to be linked to the PCs clock.

Have an administrator level task run periodicly. It can lower or raise
the permissions of "a user" as needed.

Ahhh, no.

(Unless you want to build relays, and lockdown the power with a UPS...)
