Is there any possible way of preventing local admins from renaming the
comouter within Win2k3 AD or GPOs.... or even preventing them from
accessing the computer properties tab

Not that I know of. Take the users out of the local admin group and many of
your problems simply disappear.

No, there isn't. If you don't want the users performing administrative
tasks, simply remove them from the local administrators group.
