Prevent Deletion of AllUsers Shortcuts

How can I prevent individual users from deleting a shortcut from the
"AllUsers\Desktop" folder? I have users who delete the shortcut on
their desktop and it ends up deleting the shortcut from everyone else.

Thanks.
 
Don't give them local admin rights, and they can't do this.
