prevent attachments going to all recipients

I would like to send a message with an attachment.

However I want the attachment to go only to those in the TO line and not to
those in the CC line.

Anyone know how to do this?

It is not possible in Outlook without sending 2 separate emails, one with and one without the attachment.

Outlook is not the limiting factor here. Automatic or not; there always have
to be generated 2 separate emails with different header information.

Why is Outlook not the limiting factor? For years I have been waiting for
Outlook to have a "CC... (w/o attachment)" function to mimic what hardcopy
letters have used for years. Seems like it would help reduce the glut of
e-mail traffic, and would let others know you have forwarded the attachment.
Is it because it would be too difficult interfacing older versions of outlook
with a newer version having this capability? Seems like in its simplest
implementation, for anyone identified as CC...(w/o Attachments), it could
just strip off the attachments and insert a phrase like "[Carbon Copy
Recipient w/o attachment(s)] " before the body of the e-mail.

There's no way for a mail client to do this, except artifically by sending
two distinct messages (which is just as easy for you to do yourself).
Attachments are not separate entities. They are contained within the body
of data included in the message and mail addressing protocols, the commands
mail clients send to routers stating who is to receive a message don't and
can't make any distinction between recipients.
