How to send attachments to only the TO: recipient?

Is it possible to send an email with attachment, but the attachment only goes
to the TO: recipient and not the CC:

I send large files to customers and copy the boss but the boss doesnt need
the file......

No. There is no difference in sending between To field recipients and Cc
field recipients.
