Prevent any program from stealing focus

Hi,

how do I prevent other programs from stealing the focus? I think you can
set this in TweakUI but even after you do that some programs still pull you
away from whatever you're working on (Outlook loading up, and Internet
Explorer for instance will pull you away).

And in more detail, it's annoying when you're filling something out on a
webpage that hasn't completely loaded yet so everytime something new loads,
it bumps the cursor out.

Any suggestions?

Hi Chuck,

When a window that does not have focus is updated by its program, the
default setting prevents it from becoming the foremost (top) window,
instead, it flashes in the taskbar.

HeldUp is the easiest way to stop windows from disappearing behind other
