I would like to use presenter mode whilst using the viewer, so that people
who don't have powerpoint can not only view the slide show but control it
effectively. Is there any way to do it?

Pretty sure you wont be able to do this. "presenter view" is not even saved
with the file, you can easily check this by saving a file with presenter view
"on" turn off presenter mode and reopen.

Yeah, no information is stored in the file regarding 'presenter view; but I
would have thought that a viewer tool, if it could one slide at a time, could
read multiple slides, thumbnail them etc in the same way that 'presenter'
does. After all, the viewer currently lets me jump to anywhere in the
presentation, so it has a list of the slides available...

The only commands available in viewer are print and slide navigation commands.
