ANet seem to have a change of heart ...
Yes... with so many - er - discussions, taking place on their forum, this is not really a surprising move on ANets part. It wasn't their best idea to think of releasing the expansion (the minimum-cost one I mean) without providing a spare character-slot at least.

it seems you still have to pre-purchase to qualify for a free, err, extra toon slot ... at least it makes the price look better on paper.
I personally don't "need" an extra slot ... I kept one for the Xpac.
