Is there a way to turn off the outline but still leave the navigation when a
ppt is saved as a web page?

non-resizeable?
I am using PPT 2003. I would hate to have to put navigation on each slide
if that is the case.
 
No, but you can make the presentation open full screen, where the outline is not
visible.

You could put the navigation buttons on the slide master so you don't have to
create them on each slide.
