powerpoint won't open multiple files in multiple windows

I have users running Office 2003 and clicking different ppt files will only
open the files in one PowerPoint window. Excel and Word will open files in
different windows.
 
To clarify can I have two PowerPoint windows open and view them side by side?
I can alt tab to alternate between open windows but I can't view both at
once. If I Uncheck the view in Taskbar from Tools, Options I have one wondow
open with two files and with the now one PowerPoint window I can resize them
to see them both there.
 
Try clicking Windows > Arrange All.
