What are you trying to do with the arrow keys?

I'd probably suspect an add-in. I know there's one that messes up, for
example, the ability to double-click an object and have the "format object"
dialog open.

Here's how to figure out what add-ins you have installed:

Not able to use the arrow keys when inserting graphics from the Drawing
toolbar. Also arrow keys not working to navigate slides, but not sure they
ever have?

I'm sorry, but I'm not sure what you mean by inserting graphics from the
drawing toolbar. Do you mean, after inserting an image using Insert |
Picture | From File, you select it on the slide and then try to nudge it
with the arrow keys. Do I have that correct? If so, I would suspect an
add-in is causing the problem. You are in normal editing view, right? The
arrows won't work in slide sorter view, for example.

Arrow keys only work to navigate slides when you're in slide show view.
(Like, hit F5 or View | Slide Show) to view the show full-screen); they
don't work to navigate in normal editing view.
