Powerdown problems after SP4 on Win 2000

After installing Service Pack #4 on my Windows 2000
machines everytime I select shutdown and power off my
computer shuts down and then reboots. The only way I am
able to get it to actaully power off is to hold the
power button at the same time as the PC is doing the
reboot portion. This problem only occured after the
installation of SP4.
 
You may be able to correct that behavior by applying this registry tweak. If even after restarting Windows you see no improvement, Undo the tweak.

In Registry key HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon, add or change the value named PowerdownAfterShutdown, changing its data of 0 to 1.

Administrator privileges are required
 
This is the setting we are using. We have enen tried
it with the "0" setting which should cause the system to
pause indicating it is ready for power down. but this
also results in the same Reboot.
