power went out and comp keeps restarting

I had a windstorm and the power flickered causing my computer to shut down. When I turned it back on it just keeps restarting on it's own before it gets to the desktop. It shows what I assume to be a blue error message but it flickers so fast i have no chance to read it. What can I do to fix this?

Your power outage may have damaged the hardware in your machine and/or
corrupted the operating system. If you can do hardware testing
yourself, then do so, beginning with the RAM, then the hard drive, then
the motherboard. For the operating system, first set it to not reboot
on errors from the System applet in Control Panel (hardware - advanced)
so you can read the error message on the blue screen. Also, look in
Event Viewer for clues. If this is too much (and no shame if it is),
then take the box to a good local computer shop - not a CompUSA/BestBuy
type of store - for repair.

Try using a video cam ro record the screen and then play it back slowly?
