power useres can not defrag

I need to give my power users the ability to run defrag utility. Currently XP Pro will not allow anyone to run defrag unless they are an administrator. I do not want give anyone admin rights for obvious reasons. I have gone through rights and permissions for the utility with out success. Any one know how give power users rights to user this utility?

Due to the design of the built-in defragmenter, Admin rights are required in
order to run the built-in defragmenter. There are some workarounds you can
try but it is usually more of a pain to try to get working than it is worth.
