Sean,
Due to the design of the built-in defragmenter, Admin rights are required in
order to run the built-in defragmenter. There are some workarounds you can
try but it is usually more of a pain to try to get working than it is worth.

I need to give my power users the ability to run defrag utility. Currently
XP Pro will not allow anyone to run defrag unless they are an administrator.
I do not want give anyone admin rights for obvious reasons. I have gone
through rights and permissions for the utility with out success. Any one
know how give power users rights to user this utility?
