Power supply fan not wanting to work with Windows XP

Help me please!!!! I have done everything I can think
of... and I can't find a solution.

My problem is that my power supply fan is not running.
It runs just fine when I first turn on my computer, right
before Windows actually starts up or starts the
processing the start up phase. When Windows starts in the
start up phase my power supply fan stops running and will
not start back up. I know this is not normal and it has
just started doing this within the last week or so. I can
turn my computer off and restart it and the power supply
fan runs fine... until again Windows starts the start up
process.

I have tried to replace the power supply fan (the whole
box/fan) and the new one runs, but won't start the
Windows System. I don't know if that is because this is a
Compaq computer and it requires the same part to replace
it or what... (The guy at Fry's stated that it should
work... but it doesn't).

I have talked to everyone I know, encluding Computer
Techs, and so far they aren't any help. If any one has
heard of this or a fix for the problem PLEASE let me
know.

Holding down the F8 key will start Windows in Safe Mode. To get into the
bios, the correct key or key sequence must be pressed early in the boot
process. The exact key is bios dependent, something like del, esc, F1, etc.
I really doubt anything in the bios will fix his power supply problem.
