I have seen this happen before, the only fix is to edit the registry back
to the default values. Here they are, directions at end:

directions:
1) open notepad.exe to a new document, and ensure format | word wrap is
NOT checked
2) cut the text between the marks above, and paste into notepad.
3) VERIFY that each of the "description=" strings is on a single (long)
line; you'll need to use backspace to piece these long line back
together, since posting here forced wordwrap. check other lines too, the
"hex" lines should end w/ a backslash (no backslash in middle of a line),
if not fix them up too. [backslash is the "continues on next line" signal
character for these long hex lines].
4) once you've reviewed the file and are confidant it's good, save it as
POW.REG (the .reg part is important, any name will do).
5) right-click the .reg file and choose MERGE. click ok twice to make the
change. you're reg should now be fixed. go into control panel | power
and verify.
note this fixes the reg for the current user only; if you have another
account that has the same issue log into it and repeat. also, it assumes
you are set up for the english language.
