The Power Options is per system, not per-user.

However, if you have more that one administrator, any one of them can go in
and modify.

Really? When I created a new power scheme as Administrator, then
logged in as limited user, it wasn't visible.

When I asked last year a similar question to the OP's, I was told
there is no way without editing the Registry.
