power saving and screen saver will not work!!!

This is a new Dell P4 Processor 630 w/HT 3.0 GHz, 1 GB DDR2 SDRAM @
440MHz,160GB, XP Pro, 256MB ATI DVI vidio. The system will not start the
screen saver or any of the power saving, sleep, standby, or hibernate. Any
one have any thoughts?

Return the system for a refund.

Is there a program or service that's running in the background that's
keeping the screen saver from being activated? What happens if you
choose a screen saver and then do nothing with your computer except
wait for the screen saver to pop up? On my computer if I open certain
programs the power scheme settings will not work even after I close the
program I'm using unless I actually go into the power settings in the
control panel and reset them.
