power point HANDOUT page setup

A file I inherited from another user has a standard 7.5" x 10" slide setup,
and the Handout Master page is about 10" x 16". My Page Setup format changes
don't affect the handout page size, handout master options don't address page
size. How can I format my handout page to American standard 8.5" x 11"?

Does PowerPoint display the dimensions of the handout master as 10" x 16"?

Yes, by looking at the rulers along the top and side of the screen I can see
the dimensions of the handout master. I have found a so-so solution by
clicking "scale to fit paper" in the print dialog box, which gets all my
slides on one page (rather than printing the center section of the handout
page) but all my header, footer, etc. information is also scaled down. Not a
terribly inconvenient problem, but now my curiosity is piqued and I'm looking
for "how it got this way" or "how to get back", preferably both. Might it
have something to do with the scale of the slides in an earlier
configuration? (we sometimes reproduce slides as presentation boards and
those dimensions might be carried forward is some part of the file's memory)
Any light you can shed is most appreciated!
