Power Options Properties

If I select "Turn off monitor" using 20 minutes and "Turn off hard disks" for
30 minutes, it fails to work and the monitor remains on. System Standby is
set to OFF in order to allow the Task Scheduler to run during the night so
that tasks can be performed.

Why is this scheme failing to work?

Any help?
