power option not working after reinstalled Premium

Just reinstalled my Vista premium. Looks like the Power option not working at
all, even the monitor won't go blank. I delete the Windows.old after
reinstalled the vista.
Under Device Manager I disabled power wake up for both wireless keyboard
and Mouse.
Under Command Prompt I type powercfg -h on. I type powercfg /a and I can see
only S3 is available for my system. I also allowed system to sleep under
Multimedia share.
Can anyone help?

If you reinstall correctly, you delete the old partition containing the
corrupted version of Vista, format the drive, THEN load Vista.
You boot from DVD/CD Drive to do this.
