power on to USB when PC is off

I read where you can change a setting to charge your phone from the USB, even
when the computer is off. How do i do this? It said there was a setting in
the bios? How do i find this?

'off' probably refers to being on 'standby' rather than a 'shutdown'. The
BIOS will contain "S3" settings to set the USB power status during standby.
