Power off external USB / SATA disks ?

I have an external disk drive and notice that sometimes ( Ok USUALLY) I do
not power it off when I shutdown the PC. ( Monitor/kb on table - Pc on
floor in the corner) I checked XP - POWER/ Disk properties etc and
wondering ... Anyway to have a USB drive spin down / power off when XP is
shutdown ?
( If it matters, it's an IDE drive that I put into a USB store-bought
case)
( Same question for SATA drive in external SATA case)

If the drives are the ones which their own separate power supplies,
then no.

If the drive is powered by the USB bus it will shut down on it's own, if it
has it's own power supply it will not, and you'll have to unplug it to turn
it off.
