Power Management

I've allowed our users access to powercfg.cpl and to right click on the
desktop and choose properties. I'd like them to be able to right click on
their desktop and choose properties, then the screen saver tab. From this tab
I'd like for them to be able to click on the Power button to work with their
power management. However, when they reach the power window , make changes
and them click apply they are instructed they don't have rights to perform
this task. Other than the control panel settings where do I need to set a
policy to allow them to save these changes? Thanks.
