power down problems

I try to shutdown by going to start, off the computer,
off computer. The PC shows on screen that it is
shutting down and then it reboots. Just like you just
powered up the PC.

Roxio CD burner did that to me. Maybe a similar non-
signed application? Check all software. Try creating a
restore point and remove the apps one by one.
