How can I ad the hibernate tab to the power option so
that I can let my computer go into standby or hibernate.
Also, how can I log on using the Ctrl+Alt+Delete keys.
When I turn my computer on, I am not prompted to press
those three keys.

Control Panel power or look in the display
properties/screensaver tab power.

CTRL/ALT/DEL works with XP Pro at the user log-on screen.
You can use XP Power Toys or computer management to disable
the log-on screen and then the manual user log-on screen
will be shown.

Hibernate
First of all make sure hibernate is enabled in the power options within your
screeensaver options.
Next when you have the shut down screen up hold the left shift key in and
hibernate will appear.

Ctrl+Alt+Delete
Click on start then run
type "control userpasswords2"

Just remembered, Also in local security policies

In local Policies/security options, disable Interactive logon: Do not
require CTRL....
