It is a bit confusing. I clicked onto new subject, and heard a " bleep", but
nothing came up for me to typo in.

Hi,
It's likely that the pop-up/new window was blocked by a third-party program
or toolbar. Check any toolbars you've installed (Google, MSN, Yahoo, etc) to
see if it's blocking pop-ups. Internet Explorer in XP SP2 has a pop-up
blocker. Check IE> Tools> Pop-up blocker.

If running a program such as Norton Internet Security, Webroot Spysweeper,
Ad-aware Pro, check settings to see if the program is blocking ads, pop-ups,
scripts, scripting, active content.

Another possibility...
Go to Internet Options> Security> Internet Zone, set it to Default.
