Posting Pictures To Message Board

I recently joined the Skyway Fishing Piers Message Board and I am unable to
Post a picture. My pictures are all in the correct format as I am able to
post them on Capt Mels Fishing Board. Other members on the Skyway site are
able to post my pictures if I send them to them and I can post them from work
but not from home.
I am assuming there is some setting somewhere that I need to change. I have
searched and searched and am unable to find an answer.
 
What application are you using to post the pictures?
Some news servers require that you set the news client software to "break
up" file attachments into segments, and have a maximum file size as well.
