I just recently upgraded to Windows 2000 from Windows 98.
However, the USB device is missing the driver. When I
attempt to install the driver I get the following
message "The process cannot access the file because it is
being used by another process." Someone suggested that I
attempt to install the driver while in safe mode. I tried
this but still did not work. Anyone out there know what
to do?

What "device" are you attempting to install?

Are you sure you have the Windows XP version of the driver?

Was the "device" attached to the computer when you did the "upgrade" install
of Windows 2000?
