Port 443

I cannot access secure sites, get 'page cannot be
displayed' message.
Done some research and it seems to be port 443 that is
blocked.
Can anyone to tell me how to unblock it?

How is it being blocked? By the XP firewall? A 3rd party firewall running
on the XP box? Another firewall?
