Port 21 Issue

Having issues with a File Server (Virtual) which use Port 21. Doing a
"Shields Test" port 21 shows to not exist, which means it is stealth. This
is normal if your firewall is running but mine is off. I expect the port to
be recognized and the status should be closed. When I run my file server,
the port should show open.

Program I'm running is:
FileZilla 9.23 (free download).

I've run this application succesfully on my other computer but this computer
(I call my Test Computer), will not run properly run.. which opens the port
21 as a server.

Are Port Assignments in the Registry somewhere?

Thanks for your reply. Yes I'm on a router and the router is passing my LAN
IP thru port 21.
I've isolated the problem, I think, to Windows Firewall. I can't seem to
turn it off. I beleive it is blocking the port communication. When I bring
up "Windows Firewall", from the control panel, it always shows the firewall
as on. I try turnning it off with the dialog page. The off is selected,
however, the firewall is still up.

So I tried to pass port 21 as an exception. Again, it seems to accepted but
when I do the Shields Up test (tests the ports), port 21 still shows as
Stealth (mean the firewall is still blocking it).

How can I get control of the Windows Firewall? I looked at the Services,
but they seem to control all the interfaces (GUI) but not actually do
anything about turning the Firewall off.
Can you help me get rid of Windows Firewall?

Hello,

Many routers have a security feature that will block all access from a
computer once it detects a port scan.

That might be a possibility. Try asking a friend to connect to your FTP
rather than using the shields up.

Yet another possibility is that the ISP is blocking port 21. Try using a
different port number.

All of these are great suggestions and I have already done all of them.
I've used another computer plus I've tried my ws_ftp program to access it.
I have a friend that tried and it is still not working.

Here's the clincher.
My "Test" computer has pull out drive bays. I can pop this drive out and
put another drive in that also has WinXP Pro. The second drive does not
have all my programming tools on it. The FileZilla program works fine on
this second drive. So it is not my ISP. I've been using this Virtual File
Server for a few years so I'm very familiar with it.

I'm pretty positive, the issue is with Windows Firewall .... that I can't
shut it down.
Is there something in the Registry that can help. I need to shut down
Windows Firewall!!

I have done this. Then when I click Security Center (Control Panel), it
shows the Firewall is still running. And of course, my server, via port 21
(or what ever port I choose) still shows as stealth. When I bring up an
ftp program, it still does not connect.

My windows definitly must have something corrupted that deals with the
Firewall.

The applet won't come up because the service is not running. If I select
okay to launch the service, then I'm right back where I started. It shows
the firewall to be off while Security Center is showing the firewall to be
on. Technically, I would not know which applet is correct except for the
fact that the website that tests the ports indicates Stealth and the fact
that the server does not work. I'm am review an issue with Norton Worm
Protection which seems to be similar to a firewall. No conclusions yet.
Will review more soon.

Okay, My problem is resolved to some extent.
The problem is with my Norton Anti-virus... Internet Worm Protection. I was
able to turn this off, which then Windows Security shows my firewall to be
off. Then my FileZilla Server ran just fine.

The problem is that I can't configure my Internet Worm Protection to Exclude
FileZilla. Something is wrong with the Program Control Button... Which
crashes Norton.

I'm not worried about this since I'm able to turn Internet Worm On/Off. I
can deal with this just fine.

Thanks everyone for your help. This was a great learning process and at
least I now know that there is nothing wrong with my system or with the
firewall.
