Port 21 Error when publishing with ftp to remote site

When I publish to website, I get a port 21 error. Can someone help me with this?
 
That is the FTP port.

From what I have read so far, the problem may be with
Mcafee firewall. Is this correct? It may be blocking
communication with the remote web server on port 21. Does
anyone know of a work around for this without removing
the firewall?
 
The Firewall should allow you to configure which ports to block or unblock, otherwise you will need
to disable or un-install it.
