Popup menus slow to initialize - always

I have plendy of memory and disk space, but suddenly my
pip up menus initialize scrolling slowly, rather than
popping up.

All other functions of my desk top and programs are top
speed. This is only happening in my Windows and/or Office
programs. Others are not affected.

Help :)
