pop-ups blocked

Recently IE has been blocking pop-ups. Nortons was doing
fine at this, but at first I didn't see this as a
problem. NOW, there are links I try to open that are
being blocked as pop-ups. I can't find a setting
anywhere to turn this off! ANY IDEAS?
 
did you put msn toolbar in? or another to block popups.
work around hold down ctrl when you want it to open a
window.
 
I have not installed msn toolbar, nor any other blocker
that I am aware of. I had been using Nortons Internet
Security. I thot that something could have changed from
the automatic updates, who knows. But thanks, I had
forgotten about the Ctrl button bypass.

IE, except in WinXP SP2 beta can't block popups unless you have disabled
scripting in your Security options. Some other program is doing it, perhaps
Norton Internet Security.
