Pop Ups and Extra Tool Bars

I keep getting all grey pop ups. How do I get rid of this?

Also, one day two new toolbars appeared on my Microsoft
Internet Explorer window. One is the "hotbar", and one is
the "search bar". I can right clk to get rid of them,
but they keep appearing. How can I delete them from the
system so they never appear?

I am concerned that my system might have spy software on
it...how can I tell?
