extra tool bar on Microsoft Internet Explorer

Every time I open Explorer, a tool bar opens up beneath
the address bar. It's called "LoveOnce". No matter how
many times I remove it and rest the lock tool bar, it
keeps coming back. Can any one tell me what this is and
