pop-up with out visiting a site

Facts:
IE 6 on 2K w/ SP2

Issue:
With IE open, pop-up ads will appear at what seems to be
random intervals.

These ads apear in their own window without visiting a
website (or visiting a known "clean" site). Ads do not
appear when IE is not running.

Problem:
I believe there is a plug-in that was installed to IE that
I cannot find. This plug-in is causing the pop-ups.

Attempted resolution:
I have tried updating IE - no effect.
I have tried running Ad-was/SpyBot removal tools - no
effect.

Any ideas?
