Pop up message referencing MS0411

I cannot get this thing to quit popping up. Is there something that I
should do that I have not done as of yet. I am running windows XP on
a laptop Dell Inspiron B130.

More info needed. What is the nature of the popup, when does it occur,
where, what does it look like, what is the text of it? What changed between
the time it wasn't there and when it showed up?
