Pop up Blocker Doesn't Appear under Tools

I've recently run the "repair" function on Windows XP Professional operating
system. I have confirmed that SP2 is installed (the download center
recognized it on system). However, the pop up blocker option doesn't appear
under "tools" tab on the Explorer window. I think SP1 was configured that way
but SP2 added the Pop up Blocker function.

How do I correct the Exployer window to show this option so I can turn it
on? Or, how do I get the SP2 window to show?

Well, I'm kind of OK without the blessing, thanks, but if you go to start |
run, and type in winver <enter>, does it show SP2?

In IE, what do you have in help | about ?
