pop up blocked w/blocks turned off?

Certain web pages are not loading. I get a "a popup window was blocked" in
the bottom left hand corner next to the "E" symbol...even though I have
turned off blockers everywhere I can find them. At the same time I receive
the message in the left corner there is another icon further to the right of
the toolbar that when clicked says pop ups were not blocked. I'm not
receiving an error message like this page cannot load, the page just remains
blank.

I can access these web sites without a problem in Netscape.

Any ideas?

Go into the settings for the Internet security zone and disable the
built-in popup blocker that got added when you installed Windows XP
Service Pack 2.
