Pop up balloon things when mouse moves over???

Hello All,

I need help for both Win 2000 and XP...when i scroll my
mouse over items on my desktop or in the list that pops up
when i hit the start button...a balloon pops up and gives
me a description of what it is or where it is
located....this is annoying as all hell. How can i turn
it off so that when my mouse moves over "my document"
folder or other items..it doesn't give me a frikken 3
pages essay on what this item is???? please help.
